Attention: New Airport Operating License

Published on March 23, 2023

Brisbane Airport Authority is pleased to launch its new Airport Operating Licence (AOL), effective today, which replaces the current Apron Service Licence.

The new AOL, which is an agreement between ground service providers and Brisbane Airport Authority, aligns with International Air Transport Association definitions and work practices for ground handling. It uses a risk-based approach, outlining minimum standards for ground service providers, with reporting requirements related to operational performance, safety, and incidents.

The new AOL uses an application-based system that includes new demerit-based compliance and enforcement, applying to the following types of companies at BNE:

  • ground handling agents;
  • aircraft refuelling companies;
  • cargo terminal operators;
  • aircraft exterior cleaning companies;
  • aircraft catering companies;
  • aircraft cabin cleaning companies;
  • aircraft maintenance providers;
  • airlines engaged in provision of third-party handling services to other airlines;
  • self-handling airlines;
  • and other support organisations not provided for above that are required to have signed and been granted an AOL, including:
    • Ground Service Equipment (GSE) maintenance providers;
    • and other contractors or agencies which provide services ancillary to or related to the above services to one or more of the abovementioned PCBU.

Thank you to the many companies that worked closely with us as we prepared the new AOL. For any questions on the AOL, please contact Adrian Bertini ([email protected]).
